Contacted Optimum, upon after giving me a link to check my IP address, I discovered my desktop and ipad now had two different IP's.
And that's the way it should be. Each device on a network must have a different IP address. If the IP address assigned by your ISP is changing then there may be an issue there.
I contacted Amazon, and all they told me was they don't give out ip addresses, that is not the business they are in. Deny, deny, deny?? O_o They tried to direct me to some amazon web service, which of course cost $$.
Of course they deny it. They have nothing to do with it. At best its your router giving out IP addresses that appear to belong to Amazon. At worst its your ISP, which is supposed to be giving out IP addresses, just not ones associated to Amazon.
With the amount of info provided its very hard to offer any explanations.
The first thing to do is to identify what you are actually seeing, So:

1. How are you connecting your Desktop, and iPad to the internet?
2. What website did Optimum give you?
3. What do the IP addresses you are getting look like?
4. Do you actually have a VPN setup in Settings->General->VPN on the iPad? Or does it just say 'Add VPN Configuration'?
